Description
BackupAssist requires the Microsoft Block Level Backup Service to be installed to run System Protection backups.
This is a feature provided in Windows from Server 2008 and later.The service is known as the Block Level Backup Engine Service and has the name wbengine.
You can check for this service in Administrative Tools > Services.
Resolution
Install Windows Server Backup - Windows Server Backup is installed in different ways depending on the operating system you are running.

While it specifically states Server 2008 R2, the steps are the same for all versions of Windows.
